The insider buying looks like an employee rights offering of C-Cube Semiconductor. Al of those guys would have bought more(at least not odd lots), if they could. Employees with options won't get HLIT shares, they will get C-Cube Semi options repriced so their total $ value will be the same as the close before the merger. ie, if C-Cube closes at $100 per share, and Semi is trading when issued at $20, the employees get enough options, at lower strike prices, to make up the difference.

On the Friday before Monday the 31st of January, the implied price of C-Cube Semiconductor was $17.13. Options are priced in the $18 & $19 range. Last years grants.....
