Don't think there is any significance of the $ 28 bid, since the stock traded regularly at 31 13/16 right up to the close. I've noticed this in a number of stocks recently, from $0 bids to wide-open spreads. Look at SEMX: traded all day at $ 9 - $ 11 or so, closed at $ 10 and change, yet shows an "offer" of $ 14.00...
