Hmmm. That sounds like they are going too far. I think the blame lies with the NYSE and the NASD not the SEC. The NYSE and NASD are proposing the rules, and the SEC would have to approve them. It sounds like the NASD is pushing for changes, so I doubt the rules will end up being so onerous.
