No, I do not think there is anything funny about executions either, but I think what he was trying to say was that when a case gets to him as governor, it has already been through the justice system, no telling how many appeals and another committee, and if nothing is overturned, I believe the only power he has is a 30 day stay.
So at that point he may really believe they are guilty without a doubt. That's the law.
