the problem fixes itself in Netscape.

I have IE 5 too and it works fine if you resize the window.
Now it may be a case of VGA vs SVGA here. The person doing the testing should test a GUI in VGA because not everyone has high res stations. I personally use a resolution of:
1600x1200 pixels. which is why I can probably make the browser window sufficiently large so the problem goes away.
