It seems like not just clock speed but ISSE2, The article claims that on non SSE code the Athlon will still be superior (Clock for clock) in floating point. Or am I misreading that claim?

Here is where I got that:

"For the Pentium IV or Willamette, Intel has decided to promote ISSE2 as an alternative to x87. The x87 FPU performance of the Pentium IV will not be very high, clock for clock."

And

"In other words, AMD's Thunderbird should be able, to compete well with the Willamette clock for clock."

It seems like Intel is betting heavily on developer support of SSE.
