Clinton Urges U.S. Congress to Back Congo Force

WASHINGTON (Reuters) - Insisting that ``Africa does matter to the United States,' President Clinton urged Congress to help pay for a U.N.-led peace-monitoring mission to the Democratic Republic of the Congo.
