Admitting to mistakes is not part of any politician's mentality, except when doing so will serve his own ends. Newt admitted he was wrong (but not very wrong) only after it was clear that if he didn't he'd lose his position as Speaker. And he's still trying to blame as much of it as he can on others.

As far as the items you list are concerned, actually Bill did more or less admit to cheating on Hillary--that was back during the primaries in 1992. He did so because he believed that an "honest confession" and a pledge to do better in future would help his cause. And in fact it did. It would serve him no purpose whatsoever to accept blame for any of the rest of it.
