Bond's up : 08:40 ET: The January CPI rose 0.2%, in line with WallStreet estimates, while the core rate also increased 0.2%, also in line with expectations... The December Trade Balance improved to a deficit of $25.548 bln from November $27.103 bln... The Treasury market improves on the news, but the S&P futures contract is only up 2.90 pts, still below fair value by about 3.60 points, suggesting a negative Dow open of about 25 pts. Mang
