The only reason that I can see for the Russians to make a statement like that is if they have been short selling.

It would otherwise not be a very "smart" thing to be saying if they were intending on selling some into the spot.

I believe that Norilsk has long term contracts for it's product. If there ever was a big stockpile in the hands of the government it has probably been pilfered, pledged as security or just very difficult to locate.
