Sounds like arbitrage.

It's occasionally possible to do similar things on out of state simulcasts. In stakes races, if the main contenders are from two different states, the locals tend to favor the one they know. It creates the possibility of betting both contenders at a price that is an overlay by betting in opposite states. You need a partner to do this though. There's no guarantee of cashing, but you can get the odds tilted towards you.

I used to this one. Occasionally the exacta and win pools are moderately out of line. You can put the horse you want to bet to win on top of every horse in the race in a proportion that produces the same winning amount no matter who comes in second. So in effect you are creating a win bet in the exact pools. Sometimes, though not often, you can get an extra tick or two on the horse in the exacta pool. Over the long haul that helps.
