All honest lawyers keep track of their time in 15 minute chunks and note the client on the work. Every Westlaw or Lexus minute is accounted for. Individual xeroxing done out of house has a separate bill. During your first interview, which results in a retainer agreement, you must discuss your billing standards and limits and learn your lawyers practices. Any lawyer who chisels on his bill will find himself in deep trouble with the Bar or Bar Association (whichever is the self-regulator). Any lawyer who tries to get his bills approved when he has won his fees must have detailed documentary records to justify every cent he spends.
We are having a wonderful investigation in which a former governor arranged political support for our superrich Bishop Estate. He submitted a bill (~$600,000) detailing every Congressman he had buttonholed and when. Had he not, the non-profit estate could not have paid his bill. The auditors, and IRS, would have jugged them. In my union we retained (over my protest) a key state legislator to help us with organizational problems -- it was a barely concealed bribe. She submitted an unitemized bill for $30,000 which I knew was fraudulent. I refused to approve payment (we are a tax-exempt non-profit corporation who cannot provide insider benefits). She was furious but could not make up a sworn detailed bill and as far as I know didn't get paid. Fortunately, she was defeated in the next election.
Fake, undocumented lawyers' bills are a wonderful opportunity to lock up crooked lawyers and politicians and lobbyists.
