Ever since humans began living in social groups we have faced a basic problem. Honesty, trust, trustworthiness, courage, integrity, fairness and kindness are clearly desirable from the perspective of the group. However, individual expedience is often best served by precisely the opposite behaviour. Societies everywhere have resorted to the same mechanisms to induce the desired behaviour patterns: physical coercion (civil law) and the conjuring up of mystic boogeymen to provide hypothetical punishments and rewards (religion).

Both are normal and reasonable responses to a problem common to all human groups, but I fail to see how either has anything to do with natural law.
