Any school boy can put together a cheaper computer than he can buy at CompUSA. Eh, I don't think so. Much better for not much more, but not cheaper. You can buy a cheap-ass computer for next to nothing these days, but it is cheap-ass. I saw one that while it did have a 10/100 NIC, video, sound and modem in the motherboard it had one shared PCI/ISA slot. A non-upgrade version of Windows ain't cheap either. Of course, one could use Linux.
