I watched the presentation, and this is what I discerned:

1. Willy is in good enough shape to run Windows and Powerpoint.

2. Some Willy silicon can be made to run at 1.5 GHz.

3. The claims of 3 GHz are nonsense. It is nice that one piece of Willy silicon can perform simple arithmetic operations in 330 ps, but that does not mean it is running at 3 GHz.

The reason for this is simple. The integer pipelines run at 1.5 GHz, and each one can only complete a new instruction every 660 ps. The fact that an arithmetic operation can complete in 330 ps is nice, but it doesn't change the throughput of the pipeline. It does reduce the penalty for branch misprediction slightly, because instructions which use address calculations and simple arithmetic operations will refill the pipe more quickly.
