Well we know that the CBs will not be out of the picture completely as the 15 European CBs have announced that that they will limit sales to 400 tons p.a. for 5 years and not increase leasing activities. This includes the B of E, the Swiss, and the Dutch. The U.S. and the Japanese have said they will not sell.
