Authorized Stock and stock splits

A basic question: Company "A" has 2 million authorized shares, and the "shares outstanding" is also 2 million. They file a form 14A to increase the authorized shares to 8 million... what conclusions can one draw?

1) is this a necessary move preceding a stock split?

2) is this a necessary move preceding a secondary dilutive offering?
