If he had responsibility for legislative oversight of banking then he is reponsible, certainly a lot more responsible than most. Lord knows somebody had to reccommend and vote for bills that allowed savings banks to invest in junk bonds and speculative real estate, while retaining a government guaranty on deposits. A man of integrity would have acknowledged that they screwed up and stepped aside. As a population we are much too forgiving of incompetent leaders, of which unfortunately we have many.
