I can't speak for Joel, but I would turn bullish if IOM's PE ratio hits 18-20. I would also turn bullish if there were evidence of Institutional buying. So far, there is none, just Institutional selling.

The facts are:

IOM's trading volume is not that interesting anymore. It is a big mid-cap company, not a big large cap like Intel or MSFT. These big large caps have been the ones to benefit the most from the bull market this past year, and there is no evidence to expect any change from this in the near future.
