apart from special situations like the Asian crisis, the HK monetary authority follows the Fed's interest rate policy (regardless of the needs of the local economy...they may at times postpone rate moves a bit, but usually they move within one week of a Fed decision). interest rates are important to stock markets (most of the time anyway<g>). therefore, strong directional relationship between HangSeng and S&P.
