How do you get an IDE harddisk work under Windows 2000?

Run install? Seriously, Windows 2000 will autodetect the vast majority of IDE controllers. Otherwise Win2000 Pro wouldn't install on all those corporate PCs and laptops.

Why isn't my mainstream motherboard supported by Windows 2000? It is supported by Windows NT and Windows 98!! "You may now turn of your computer" - but the on/off button is deactivated...

Chances are you've got a motherboard that's indicating that it supports ACPI but has issues. Windows 2000 is the first widely available ACPI operating system, and older ACPI motherboards may have problems since there wasn't anything to test against when they shipped. There's generally an update available from the manufacturer.

What kind of motherboard do you have? Let me guess - Abit? With the Highpoint ATA-66 IDE controller?
