Prechter actually said it this way: "the cycle of underperformance of small vs. big caps should be coming to an end (this was followed by graphics explaining the cycle involved), but that means most likely that they're going to fall less than the rest..."
his Dow 13K prediction was made later. i hear he rescinded it in the meantime (i.e. on Friday).
