I guess you missed history class too. The idea of the Founders was that the government closest to the people was the best, along with that which governed least.

It may seem strange to you but local government is apt to be more responsive and less remote to people's concerns and about their money if it functions under their watchful eye. That requires a level of citizen involvement. It's still characteristic of small New England towns.

Contrary to what you say, I doubt anyone believes that local government or a local agency would be as unresponsive to local concerns as the Federal bureaucracy.
