if the 19 state AGs and the DOJ can hound MSFT until they are satisfied with their "fair share" of any settlement

You've probably heard the rumors of disagreements among the various state AG's and DOJ about the "remedies" to be imposed after Jackson rules in their favor. They are real. The states who represent MSFTs competitors want structural or ongoing regulatory modifications to MSFT to ensure that their constituents remain safe from competition. Other states are still salivating over the huge amount of money that they extorted from the tobacco companies and favor a slap on the wrist and massive fines to further pad their coffers. The smarmy little bureaucrats and lawyers at the DOJ are just on a puffed up power trip, IMO. None of them give a rusty fork about consumers, the dynamics of the industry, or the consequences of their meddling to the economy in general.
