It was clear at the time that these companies felt threatened by CSCO's dominance at the core of the internet. JNPR offered them the best chance to challenge CSCO in core routing.

It appears that NT invested in 3 strategies simultaneously, hoping that at least one would bear fruit. In addition to investing in JNPR, they invested in Avici (another core router startup) and they undertook their own internal development. The day JNPR went public, NT sold its entire stake (making several $ million) and dissolved their partnership with Avici. The implication was that the internal development had gone well.
