Always invest at the point of maximum pessimism to achieve maximum gains. Is this the bottom?

Just one thought on passing the fee reduction straight through to the consumer. Currently it's running about $2500/eye, so are we to expect $2350/eye to make that much difference in demand? IMO this fee reduction does more to help the surgeons' bottom line than stimulate consumer demand.
