Well, it had always been RR's practice not to endorse in primaries. He did not endorse GHWB, his VP, in 1988.

As I recall, there was one exception, he entered the CA GOP Senatorial primary to endorse Pete Wilson because he felt it crucial to beat Jerry Brown. They did.

He endorsed Wilson over his own daughter, Maureen.
