Doug Casey, writing in the Jan. 25 issue of his International
Speculator, says Ken Cai's Minco Mining & Metals is a buy at
$1.40; he calls for a triple by the end of 2000. Mr. Casey
recommended Minco in September, 1995, at $1.17, and has
commented on its affairs on two other occasions -- in March,
1998, at $1.40, and in December, 1996, at $2.55. Minco has a
number of projects in China, including the White Silver
Mountain polymetallic mine, the Changba-Lijiagou open-pit
zinc mine, and the Gobi gold project. Minco can gain majority
ownership in all three. Mr. Casey says there is a very high
probability that its 24-per-cent carried interest in White Silver
Mountain will generate about $5-million (U.S.) a year of free
cash in the near term, and it has a big exploration potential in
the longer term. At current metals prices, Mr. Casey estimates
Minco could pay back the $30-million (U.S.) in capital costs
to bring it to prefeasibility in under a year. Gobi is a
grassroots project. "Nobody cares" about Minco's worthy
projects, Mr. Casey contends. "But that's all the more reason
to own the stock."
