Because it's overvalued at half the price. They don't have any internal programs any more (no leverage). No one is beating down their doors to buy their libraries. The ChemNavigator site is a nice idea, but is often not quite as accessible as one would like. It's not clear (to me, at least) how their NaviCyte division is supposed to generate significant revenue. The better question is: why did it go up in the first place?
