Just ran across some old Elastic News from last April in the
Ottawa Citizen: ottawacitizen.com

Yet, despite ADSL's promise, Nortel is hedging its bets. Three years ago,
it created a subsidiary called Elastic Networks, which has developed a competitive
technology called EtherLoop. EtherLoop emerged in part from a 1994 decision by
Mr. Roth to change the way Nortel manages its R&D.

Prior to 1994, Nortel's board of directors approved all major R&D projects,
which proved time consuming.

"I got rid of that approach. Instead, we told people how much money they could have,
but didn't tell them what to spend it on," said Mr. Roth. "As a result, we unleashed
a lot of people to innovate. Elastic Networks is one result."

Elastic Networks is based in separate facilities near Atlanta, and may be spun
off later as a publicly-traded entity
-- as was Entrust Technologies Inc., a
Nortel unit that did an initial public offering last year.
