I believe Timer Digest had Bob Brinker rated #2 over a five year time period ending December 31, 1995. Timer Digest currently ranks Bob Brinker #2 for stock timing over the latest five, four, three and two year periods.I believe this publication (or at least this one rating category) rates the the person on the ability to be either in or out of the market. I know Hulbert rates him lower in their scale. This is because, I believe, Hulbert is rating the portfolios and not the pure timing decisions.

Bob is not in denial over index funds vs. his portfolios. He did not deny to a caller that his portfolios had underperformed the indexes this past weekend. In his last newsletter he even came up with a passive stock market investment approach.

There have been times when many more funds did beat the indexes. (Yes, I am aware of the often cited 80% figures of fund manager underperformance when compared to the indexes). Currently, things don't look to good for the fund managers. The great debate is over whether this will continue into the future and/ or to what degree.
