Lucent ESS-5E and Nortel DMS/100 are class 5 switches. Central office
switches. SS7 signaling is not used on the line side of a PSTN
Class 5 switch. SS7 is used to signal across the network on the
trunk side. The TR/GR-303 uses a much simpler on-hook and off-hook,
with flash. There is also a CO switch signaling with tells the RDT
essentially "connect this customer terminal (phone) to this timeslot".
I'm way over simplifying this, but this is the essence. The TR-303
specifications are rather thick documents. I haven't read the
V5.2 specification in detail, but it follows the same model.

For example, a call from a subscriber phone:
Phone goes off-hook.
RDT communicates off-hook to CO over a signaling channel.
CO informs RDT to connect that phone to a T1 line and timeslot.
CO sends dial tone
Subscriber dials, DTMF tones are collected by the CO switch
SS7 used in network to place the call
All call detail records are managed by the CO switch
Let's say subscriber hangs up.
RDT communications on-hook to CO over signaling channel
CO tells RDT to release previously allocated time slot

It's a little different for incoming calls, but essentially
the same "remote control" mentality. The CO switch is always
in control. The phone number is kept in the switch. The switch
and the RDT are configured with an identifier for the subscriber
phone, but not the actual number. ETSI standards, incidentally,
require that the CO switch is always in control of the
"access network". So the Com21 approach should fit in just fine.
