Wireless Data Functions

( BW)(IL-SAFCO)(STCIA) SAFCO To Demonstrate Wireless Data
Network Planning and Measurement Products At Wireless 2000

Wireless 2000, booth no. 6223

CHICAGO--(BUSINESS WIRE)--Feb. 24, 2000--

First to Offer Wireless Voice and Wireless

Data Quality Engineering Tools For 2.5G and 3G Networks

SAFCO Technologies, Inc., a Salient 3 Communications company
(NASDAQ: STCIA), today announced the addition of wireless data
capabilities to its network planning, data collection and analysis tools.
These new capabilities permit wireless operators to plan networks with
high data traffic, monitor the performance of the wireless network with
respect to data calls and deliver summary benchmarking reports on data
handling statistics. SAFCO plans to showcase these new 3G-ready data
tools, including WIZARD(R), WALKABOUT(TM), DataPrint(TM) and
OPAS32(TM), in booth no. 6223 at Wireless 2000 (February 28-March
1) in New Orleans, Louisiana.

"Wireless operators are faced with the challenge of providing data services
in already congested voice networks without degrading the voice services."
said Marty Singer, SAFCO president and CEO. "SAFCO's suite of
3G-ready, data-capable tools will assist wireless operators in doing exactly
that."

SAFCO's new DataPrint product is an automated and highly portable tool
designed for the test, measurement and evaluation of wireless data
communication networks with support for multiple data standards
worldwide. The initial product release of the DataPrint system supports the
GSM, CDMA and JCDMA wireless protocols. The DataPrint system
shares the same winning form factor as SAFCO's cellular and PCS voice
quality product, Portable VoicePrint(TM), introduced last year and
shipped worldwide.

The DataPrint system is ideal for both data network optimization and data
network benchmarking. It helps RF engineers accurately and objectively
measure data network performance, validate data network design, locate
trouble spots and plan data network expansion. Data collected from the
DataPrint system can then be easily analyzed using SAFCO's
industry-leading OPAS32 post-processing software, newly enhanced with
data analysis features.

SAFCO recently shipped the DataPrint product to one of its major
customers to assist in the validation of data quality of an IS-95B CDMA
network.

WIZARD, SAFCO's highly successful PC-based network planning tool, is
currently used by five of the top ten wireless operators in the United States.
By adding planning capabilities for data and 3G networks to its WIZARD
product, SAFCO has introduced a first-to-market tool that is fully capable
of planning a data network. The WIZARD product provides coverage,
service quality and service reliability predictions by including traditional
network modeling and mobile profile definition to accommodate
predictions for different handsets with a variety of parameters, such as RF
characteristics, service capability, data throughput capability and signal
quality requirements.

SAFCO's OPAS32 post processing and analysis tool has been enhanced
for the optimization of wireless data and 3G networks with the addition of
new analysis features designed specifically for these types of networks. The
OPAS32 tool's versatile new feature set for wireless data and 3G
networks draws conclusions by calculating additional parameters from
measured data, such as maximum transmission rate, overhead from
protocol and error for channel/KB. The OPAS32 tool's powerful GIS
engine will allow simultaneous mapping of data and voice network
performance side-by-side for comparison. Inherent analysis tools in
OPAS32 including Graph and Boolean selection tools will continue to be
available. The OPAS32 scripting feature provides automated report
generation for data and 3G networks. Data from the OPAS32 tool can
also be easily imported into SAFCO's WIZARD network planning
product for propagation model tuning.

A leading international supplier of wireless planning, measurement, analysis
and predictive tools, SAFCO commands a global presence with products
and services deployed in more than 50 countries. SAFCO is a one-stop
source for tools that benchmark and improve wireless network
performance, all supported by world-class network design, system
engineering and training teams. For more information, visit SAFCO's
