Hi: Still hoping that someone can answer this question:

QUESTION:

IF this happens, exactly WHEN would it take effect?
- Gains crystallized anytime after Feb-28th budget day?
- Gains crystallized anytime in 2000?
- Or, will there be some future cut-off date?
