You kind of need a crystal ball for that one, or else work in finance.

It would be difficult to date it effective the 28th. They may grandfather all 2000 transactions or intro it in 2001, after all that is closer to an election!

Anyway it is too late now as settlements would be post budget and the new rules, whatever they are, would be applicable.
