Feb. 25 Thirteen months ago, MSNBC.com reported exclusively on the secret world of a securities swindler named Peter Tosto. The story detailed how Tosto, 35, while acting under the alias of Peter Lybrand, issued dozens of false and misleading press releases in late 1998 and early 1999, causing a group of worthless penny stocks to soar to more than $1.2 billion in value.
