I would guess Vodafone

I asked Dr. William Lee [vice president and chief scientist at Vodafone AirTouch] on the CDG 3G Technical Discussion: "With the ETSI, UWCC and UMTS MRP's supporting 3GPP and not 3GPP2, will IMT-MC be allowed to deploy in Europe?"

Although, I do not remember his exact response, Dr. Lee implied that this is a very "sensitive" issue...however, he believed the technology [IMT-MC/UTRA-FDD] that was first to market and technically superior would be utilized.

Regards, Scott
