Gary - I'd say they were basically the same tunes. And it looks like The Beach Boys agree. On their "Endless Summer" album, writing credit for Surfin' USA goes to Chuck Berry - the only song out of twenty that wasn't credited to Brian Wilson.

I've long believed that Chuck Berry only wrote about 5 tunes and just rerecorded them with different lyrics.
