Now Ted lets get the quotes right. I said a year or so. Here's what Intel said about their F22 in Ocotillo just now breaking ground.

"It will initially begin production using Intel's 0.13-micron process technology with copper metallization on 200 mm wafers in 2001"

That's a year or so. Certainly less than 2.

AMD broke ground for FAB30 in Dresden in October 1996:

"Groundbreaking for the facility occurred in October of last year[article printed in 1997]"

That puts FAB30 opening at 3 1/2 years minimum from start to finish.
