John, have you ever been a part of developing embedded systems that is to be sold in high volumes? Then you should know, that everything that can make hardware cheaper is implemented, also if it really costs programming hours.

All the embedded systems I have been part of, the operating system was made from scratch in order to take advantage of hardware and in order to minimize resource use.

No cellular phone company would send out an ordinary cellular phone with a browser, without having made it themselves!!

When it comes to stuff like Symbian, Windows CE etc., it is extremely important for these companies to have influence on how the platform evolves. Windows CE is a closed platform, and MSFT decides 100%. Which phone company would bet its future on MSFT decisions? Which CEO would throw all responsibility over in the hands of the CEO of another company without getting something in return? He would be quite stupid.

MSFT is a desktop company. I don't think they've understood embedded design.
