I don't think Billy is stupid. He is, in my judgement, the hatchet man for his firm in order that Cowan and its elite clients could buy the stock on the cheap.

Today I placed a buy order for 1.5 k shares. Surprising, my broker called back saying that the order had to be split four ways for execution because the selling (at that moment) was mostly done by small investors.

Cowa/Billy has to be one of my best contrarian indicators.
