Four Texas Cities Join Growing List of Local Governments Using J.D. Edwards OneWorld(TM)

Amarillo, Denton, Plano, and Lubbock to Use Sophisticated Technology Tools to

Improve Constituent Relationships

DENVER, Feb. 29 /PRNewswire/ -- J.D. Edwards & Company (Nasdaq: JDEC), a leading supplier of e-business software solutions that deliver speed and agility, today announced that the cities of Amarillo and Denton, Texas, have selected OneWorld software to improve their level of service to their constituents. In addition, the Texas cities of Plano and Lubbock -- existing J.D. Edwards customers -- will migrate from WorldSoftware to the component-based OneWorld solution. The cities will leverage OneWorld's fully integrated information processing and government "best practices" capabilities to rapidly implement government programs that best serve their communities.

"Municipalities have to be as current and as computer savvy at utilizing technology as anybody else," said Jim Miller, Financial Systems Analyst for the City of Plano. "We needed a solution that would lead to dramatic process improvements, while at the same time enabling us to quickly adapt to meet the changing demands of Plano's residents."

Plano, with a current population of approximately 220,000, had the highest growth rate in Texas during 1998, at 23.1 percent.

"We were looking for a comprehensive government solution, an integrated information system to replace our separate silos of information," said Dean Frigo, Director of Finance for the City of Amarillo. "J.D. Edwards offered us the solution that could replace most of our existing systems. We expect to see significant reductions in redundant data entry in the coming years." Amarillo will implement J.D. Edwards OneWorld throughout its government operations and at the Amarillo International Airport.

"The ability to rapidly respond to constituent needs distinguishes the highly effective local governments from those that are only moderately successful," said Allen Winder, vice president and general manager of J.D. Edwards' public services practice. "On top of that, local governments require the same operational visibility as private sector corporations for monitoring efficiency and effectiveness. J.D. Edwards' solutions give governments the power to put their ideas into action today, plus the flexibility to evolve in order to meet the needs of tomorrow."

The quartet of Texas cities joins a growing list of well-known government clients using J.D. Edwards software to improve government operations. Such clients include:

-- Cook County, Ill., the second largest county in the nation, which is

home to the City of Chicago and over 5.1 million citizens;

-- Wayne County, Mich., the largest county in the state and home to the

City of Detroit;

-- Douglas County, Colo., the fastest growing U.S. county;

-- The City of Orlando, Fla., the fastest growing U.S. city, according to

the U.S. Bureau of Statistics;

-- City of Overland Park, Kan., a suburb of Kansas City, which has

experienced a population increase of more than 30 percent in the last

ten years; and

-- Lee County, Fla., home to the City of Fort Myers.
