Anyone who says China had the technology to launch nuclear weapons to our mainland in 79, 81 or 92 simply doesn't know what they're talking about.

Certain pieces were there. But not until Clinton/Loral supplied the Long March technology in his first term, over the objections of the defense department, did China complete its intelligence mission and demonstrate it's global muscle.
