Participation is still at the discretion of the offering house, and it's typically done to it's best/most active customers. Best does NOT mean largest accounts. I was told that there are very large accounts (assets under management) that get no shares because they don't trade.

I was told that shares are allocated by trading volumes and other revenue sources that go to the brokerage sides of the house (like Margin used).

So I guess if you:

1) Trade alot, ie *generate trading commissions
2) Use margin, ie *generate margin interest payment
3) and.....have a reasonably sized account

You stand a good chance to get some shares. That's the thinking anyway.
