Hard to tell. A system of tax stamps has been in place in Russia for quite some time, so I rather doubt that we can assume that the stamps referred to here are our holographic stamps.
If HDI were printing stamps for such a program, I'm reasonably certain we would have heard about it, too.]
But on the positive side, the mere fact that the government continues to rachet up the pressure against counterfeiters is definitely a good sign.
