If you flip that statement around then isn't it exactly the reason why the XBox could be such a potent competitor. If the XBox is set up correctly then it simply becomes just one more PC configuration to be debugged for and since as you say..."PC game developers are already going out of their minds trying to debug a game on many possible PC configurations out there." it would be trivial to include the XBox as just another of those configurations and thus leverage existing PC game development efforts.
