Let's retire this arguement.

You are talking about a budget surplus. A budget is a forecast of revenues and expenses. Current budgets predict more revenues than expenses. National debt is increasing because of many things. Do you know why? Do you know that quarter in your pocket is cosnidered national debt? And if you loan that quarter to someone else, the interest you make from than transaction just increased the national debt? Unless of course you are paying a higher rate of interest for that quarter you borrowed.
