So, in the context of current 9.6Kbps circuit switched services, you see 'little advantage' in a quadrupling of the forward link speed

I agree increasing the speed of the forward link is generally more important than the reverse link for downloading web-pages etc. [Note - as I understand it, that is an advantage of UTRA-TDD where you can allocate time to the forward/reverse link as needed to better utilize your spectrum].

However, the passage stated: "sending significant information from the mobile computer" where the speed does not change from 9.6 Kbps for phase 1 and 2.
