Unfortunately, Montana is where we farm many of our nukes. A good counterforce target. No one even crazy as a chicom would nuke American cities until they had taken out our nukes. Especially the submarines.
Owning a few nukes to throw at the US is just like owning an invitation to your own funeral. Can you imagine how bored our ICBM guys must be? Never having had the chance to obliterate a good sized nation for 30 years?
