There is a fine line of distinction between bandwidth and access, when you view the rights and privileges issue. Anyone who has been closely involved with university inter-networking --and other community work, which is dependent on government grants such as libraries, K12, merchant commerce in underserved neighborhoods-- will tell you that this argument has been around for about ten years already, fostered in great part by the early NII initiatives and the proliferation of the 'net.

As for the other part of your question which has to do with theoretical limits of need, I'll have to give that one some more think. Maybe someone else has some thunks on this already? I've considered this possibility in an off-hand way before, but never came to any resolution on it.

It's like asking what the average home requires in the way of electricity, or other resources like water or gas. It's a multi-dimensional question, and the answer will vary with each user, from many different perspectives. Would you care to provide a more structured framework for this problem?
